Here’s what happened in a nutshell:

The San Francisco Public Utilities Commission passes the initial solar incentive program and it goes to the Board of Supervisors.
The Board of Supervisors doesn’t pass it, but agrees to let the SFPUC run with it and fund it with their own money of 3Mil for one year.
